The Development Transparency Committee Urges the Prosecutor’s Office to Immediately Investigate the East Kutai Regional Secretary
Jakarta. ANN – To uncover allegations of budget misappropriation which have the potential to cause state losses to the East Kutai Regency government, the Central Commissariat of the Development Transparency Committee (KTP) asked the East Kalimantan High Prosecutor’s Office [Kejati] to examine the East Kutai Regional Secretary, so that this issue becomes clearly.
The Main Administrator of the KTP Central Commissariat, Denny Roslan, also requested that, in order to reveal this case, all parties involved must be questioned.
Denny Roslan revealed, as stated in a complaint report to the East Kalimantan Prosecutor’s Office, that in the 2022 fiscal year, the East Kutai Regency Government budgeted spending on goods and services worth Rp. 1,653,342,857,197.00, with budget realization of 82.06 percent, or Rp. 1,356 ,704,493,060.37, among other things spent on honorarium for the Activity Implementation Team at BPKAD amounting to Rp. 18,481,500,000.00 and Regional Secretariat amounting 7,217,244,200.00
Denny said, based on the BPK-RI LHP document Number 18a/LHP/XIX.SDM/5/2023 dated May 4, 2023 regarding the 2022 East Kutai Regency Government Financial Report, it was known and discovered that there was potential for state/regional losses due to the realization of spending on goods and services as mentioned above

Previously, the Central Commissioner of the Development Transparency Committee (KTP) questioned the progress of the case regarding a complaint report regarding alleged criminal acts of corruption (Tipikor) at the Regional Financial and Asset Management Agency (BPKAD) and the Regional Secretariat of East Kutai Regency for the 2022 fiscal year, which is currently being handled by the Prosecutor’s Office. East Kalimantan.

In this case, Denny stated that the payment of the honorarium exceeded the limits of the provisions for granting honorariums in accordance with the applicable laws and regulations.

Apart from that, continued Denny, it does not refer to the determination of the honorarium regulated in Presidential Regulation Number 33 of 2020 concerning Regional Unit Price Standards and East Kutai Regent Regulation Number 52 of 2019 concerning the Implementation of Non-Cash Transactions Article 3 Paragraph 3 which states that every good and service which uses a cash exchange mechanism to replace money and add money which is processed through the submission of a Fund Disbursement Note by each PPTK, there are several expenditure components that can be paid in cash by the expenditure treasurer to the PPTK.
With the implementation of payments made in cash which is contrary to East Kutai Regent Regulation Number 52 of 2019 Article 3 paragraph (3), it is reasonable to suspect that there was a deduction/circumcision/fictitious transaction of the amount paid by unscrupulous officials within the BPKAD and the Regional Secretariat of East Kutai Regency.
Based on this description, this will result in budget savings and the potential for state/regional financial losses due to the payment of the honorarium for the Activity Implementation Team to BPKAD and the East Kutai Regional Secretariat worth IDR 16,183,601,077.85.
Previously, according to Denny, the East Kalimantan Prosecutor’s Office investigator had collected evidence and information [pulbaket] by asking for information from several officials within the Kutim Regency Government at the Kutim Prosecutor’s Office at the end of 2023.
Deny also revealed that the East Kalimantan Attorney General’s Office, through the Head of the Kutim Regency Legal Division, requested that each field within the BPKAD’s East Kutai be able to provide the names of staff to be questioned regarding the a quo case.
That the Head of the east kutai Regency Legal Division has agreed to this by carrying out intensive coordination with officials within the BPKAD east kutai environment to prepare the names of staff which are deemed to be in line with the intent of the scenario.
