MATARAM (ANN) – Two years running, the NTB Zero Waste Program launched by the NTB Provincial Government since December 2018, is considered not to have shown maximum results.

STN NTB assesses that the NTB Provincial Government seems to be still limited to an empty slogan, because it is still running independently between the NTB Provincial Government Program and the Regional Government in Cities / Regencies in NTB, for example in Bima City and Kab. Bima only budgeted it, but the field action was quite minimal. This made the program run sluggishly, even with the large budget support from the provincial government. NTB.

“We see, we don’t have to go far, there are still a lot of garbage piles in several corners of the city in Mataram, Bima and Derah. This shows that the zero waste program does not synergy with regency and city governments,” said the Head of STN NTB, Irfan, S. Sos, through a press release, Thursday (11/2) in Mataram.

NTB Zero Waste was proclaimed by the NTB Provincial Government to coincide with the NTB Anniversary on December 17 2018. Entering the two years of the NTB Zero program, STN NTB sees that there are still many mistakes in implementation in the field.

It is evident that recent Flood Disasters in the City and District of Bima and Central Lombok and East Lombok, not only for the destruction of forests, the environment around us has certainly been the impact of the Flood disaster, piles of garbage can be seen in the corners of the city,

According to Irfan, until now the NTB Provincial Government still plays a direct role and seems to have been cut off from the coordination of the roles of the Regent / Mayor in the regions. Especially in terms of community development at the Village or village level.

The fact is in NTB, many companies that produce plastic waste without being responsible and contribute to this generated waste, take over the role of the Regent or Mayor for guidance to the community. Because of course it is impossible to reach all villages or wards throughout NTB. Meanwhile, we see that the Regents and Mayors have only been invited to collaborate on discourse, not on application and implementation, “he said.

He said that after the launch of NTB Zero Waste, the Provincial Government together with the Regency and City Governments to make regulations and complete the missing regulations and create synergy and share roles between Provinces and Regencies / Cities and involve all elements of society, to the stage of forming community awareness so that made into an obligation to clean the environment.

Due to the lack of leadership between the NTB provincial government and the Regent / Mayor of Bima, a number of Zero Waste assisted groups currently seem to be stuck and running in place, but the budget is quite large.

Irfan explained, in fact, if the Provincial Government is serious about making waste able to support Regional Original Income (PAD) by building an organic waste processing industry or animal feed into organic fertilizer, answering the problem of farmers’ dependence on chemical fertilizers (Urea), socializing and accustoming farmers to using organic fertilizer again from processed waste.

“In the midst of a country situation that is threatened by the Covid 19 Pandemic Recession and Disaster, so that the state argues for reducing agricultural subsidies (subsidized fertilizers), the Provincial Government along with the ranks of Regents and Mayors throughout NTB, take the solution of producing Organic Fertilizer from waste processing, NTB which echoes” Industrialization as the way out to the brilliant people of NTB.

He emphasized that the NTB Zero Waste program will only be an imaging program, if implementation is not carried out in collaboration and synergy with the Regency / City Government.

According to him, in the NTB Zero Waste program, the role of the Provincial Government basically must be strengthened in terms of establishing waste management policies as guidelines for districts and cities, coordinating waste management with regencies and cities, overseeing the performance of waste management carried out by regencies and cities, and carry out waste management outside the authority of the Regency and City, namely coastal and marine waste.

“This should be strengthened. Not even running alone. Those who own the area and the community and the garbage are in the regencies and cities,” he said.

Walhi NTB also highlighted the wrong narrative of the NTB Zero Waste program so far. The reason is, this program only seems sweet in discourse, is busy being published only for imagery.

Nationally, the direction of waste management policies and strategies is aimed at the target of reducing waste by 30% and handling waste by 70% by 2025. Meanwhile, through Zero Waste, the NTB Provincial Government targets its area to be a zero waste area by 2023.

“Zero Waste is a very fantastic target because in a very short time NTB must be free of waste or two years earlier than the national target,” he said.

Irfan emphasized that if solving waste in NTB without building a processed industry using Organic Fertilizer, it would be nonsense. And the practice of corruption, collusion, nepotism will occur.

From the condition and progress situation of Zero Waste found by STN NTB, it is concluded that in 2019 NTB waste piles have decreased by 24.21% in 2020 with the amount of waste amounting to 937,225.10 tonnes. It can be imagined if it is processed / cycled into something more beneficial for farmers who are having difficulty accessing subsidized fertilizers.

So Irfan as Chairman of STN NTB proposed;
Build Industrialization in the form of (Regionally Owned Enterprises) for waste management into organic fertilizer.
