Jakarta ANN/NBA – The Press Council (DP) publishes and circulates its annual press release ahead of Eid which is addressed to various agencies, both within the government and the private sector. The contents are always the same from year to year, namely asking agencies or institutions throughout the country to refuse to provide holiday allowances (THR) to journalists, especially those who are not constituents of the DP.

Regarding the circular number: 01 / DP / K / IV / 2021, dated April 28, 2021, with the issue of the Press Council’s appeal ahead of Idul Fitri 1442 H, General Chairman of the Association of Indonesian Citizens Reporters (PPWI), Wilson Lalengke, S.Pd , M.Sc, MA, gave a brief comment on the DP’s behavior. “He lacks work, every time I want Eid, he can only issue such a circular,” said Lalengke, Thursday, April 29, 2021.

He conveyed this when a number of journalists in the capital sent files containing the DP circular letter to their WhatsApp number, while asking for responses from national press figures who were known to be persistent in defending journalists who had been marginalized by the DP’s discriminatory policies. According to Lalengke, so far the DP has been negligent in carrying out its main duties and functions as mandated by Article 15 paragraph (1) of Law Number 40 of 1999 concerning the Press.

“Whereas in article 15 paragraph (1) of the Press Law, it is very clear that the DP has the duty to develop freedom of the press and improve the life of the press. The definition of improving the life of the press can be seen in the explanation section of the Press Law, namely increasing the quality and quantity of the press, “said the 2012 alumni of PPRA-48 Lemhannas RI.

How is it possible to improve the quality of the press, continued Lalengke, if the economic conditions of press workers are not touched on in the DP institution’s work program. The press is the domain of free people, not tied to anyone or any party. Only with the freedom or independence that a person has, can he speak out the truths and facts he gets from the field in a bold, honest and open manner.

“So, so that the economic life of journalists is not connected to any party or institution that makes them co-opted by the interests of that particular party or institution, an institution is needed that will protect the press in all fields, including their economic life. That is the importance of establishing a DP, “explained Lalengke.

Furthermore, the DP’s behavior and policies so far are contradicting the provisions of the legislation in Article 15 paragraph (1) of Law Number 40 of 1999 which obliges the DP to increase the quantity of the press in the country. “What is being done is actually hampering the development and addition of media and press organizations. The DP’s action clearly and clearly violates the Press Law, ”said this postgraduate graduate in Applied Ethics from Utrecht University (Netherlands) and Linkoping University (Sweden).

For that, said Lalengke again, to the parties who were written by the DP regarding the prohibition of giving THR to journalists, so as to ignore the circular number: 01 / DP / K / IV / 2021. According to him, the letter was a form of arrogance and arbitrariness of the DP towards the press public in the country. More than that, the letter is substantially clear evidence of the DP’s violation of article 15 paragraph (1) of the Press Law.

“I appeal to all institutions, both government and non-government, to ignore the DP circular. Do not you, as part of a public official, including a private institution that is sure to live from the public, including from the sweat of journalists in your neighborhood, actually become the malpractice of the DP. The Holy Month of Ramadan should not be tainted by a discriminatory and arrogant policy like that of the DP. On the other hand, we should increase our charity by helping each other, giving each other, helping each other, easing the burdens of our fellow human beings, our fellow nation’s children, ”said Lalengke who is also President of the Indonesian Sahara Moroccan Brotherhood.

As widely circulated in the mass media and WhatsApp network, the Press Council recently sent a circular number: 01 / DP / K / IV / 2021, dated April 28, 2021, regarding the Press Council’s Appeal Towards Eid Al-Fitr 1442 H. The letter addressed to:

4. Minister of Home Affairs
5. Minister of Communication and Informatics
6. Heads of BUMN / BUMD
7. Company Leaders
8. Karo Public Relations and Protocol Provincial, Regency, and City Governments throughout Indonesia
9. Heads of Communication and Information Services throughout Indonesia in Indonesia

Briefly, the letter stated that, “Towards the celebration of Eid al-Fitr 1442 H which will fall on May 13-14, 2021, the Press Council appealed to all parties not to serve requests for holiday allowances (THR), requests for goods, requests for donations. in any form that may be submitted on behalf of the media either from press organizations, press companies, or journalists organization. This avoids fraud and abuse of the journalist profession by individuals claiming to be journalists, journalist organizations, press company organizations, or the media. ”

In another part of the letter, the name of the constituent organization of the DP, which is perceived as an official organization recognized by the DP, is stated as follows:

8. Indonesian Cyber ​​Media Association (AMSI)
9. Indonesian Cyber ​​Media Union (SMSI)
10. Indonesian Photo Journalist (PFI)

For the public, the inclusion of the names of DP constituent institutions or organizations in this annual circular is an implicit message that ‘if you want to give THR, give it to those whose names of institutions are on the list. The DP will be very grateful for the THR assistance you provide to the DP constituents so that our constituents will feel comfortable, smooth, and happy in celebrating the upcoming Eid al-Fitr 1442 H ”.
